Why aren't users appearing in Onboarding reports after setting their start dates?

Users with start dates may not appear in Onboarding reports immediately. To be visible in the tool, users need to merge their first pull request. Once users merge their first pull request, they will become visible in onboarding reports, allowing for a more comprehensive view of their status within the system.
